I was just browsing looking for samurai plastic figures to use for SEVEN when I came across these guys:
Zvezda of Russia produces some of the finest 1/72 scale figures on the market today and has quickly become the best selling company in its field with fine sculpting and unique subject matter

Excellent work and cheap - those samurai figures? 10 dollars gets you 44 figures.
Also the guys have technically budget bundles with their Age of Battles series which clock in at 100+ figures and terrain costing 50 dollars to 90 dollars.

Age Of Battles is a table-top gaming system using 1/72 scale miniatures. Movement and combat are performed through measurement and dice rolling.
