It's some kind of plastic that softens in hot water and hardens when cooled - doesn't stick to hobby putty - you can use it to make molds of small model parts.  Then when you're done, recycle it in another cup of hot water

Some of the people over at MWPH have ordered it, you can ask there if someone has some of it left for sale (a couple of people were selling it before).  Other than that you can ask Mang at Fortress.
